Also if you can scan in or take pics of the front & back of the ticket, and all pages of the rejection letter (minus ID details). Host them on tinypic and post in a reply here.

Look at the sticky thread 'how to post images' to see what to do:

    https://forums.moneysavingexpert.com/discussion/1690399

...but as a newbie you cannot yet post full links so you will need to 'break' the link by removing the http:// from the front of the URL for each tinypic image. We will put it back in so we can see your pics and comment with any advice.

There's every chance of a reason that will win a proper, formal appeal, there nearly always is - but often it will be just as much about a flaw with the PCN ticket as it will be with the loading bay. At the moment you've just informally appealed against the ticket, which TBH Councils nearly always just decline as they want the money.

Later on you'll receive a Notice to Owner which will be your chance to appeal with all guns blazing, but don't just appeal on the same basis as before. You need more advice and we need to see your pictures.

Were you in a Controlled Parking Zone, do you know, and was there a yellow line in the loading bay?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
