Section 75 vs Visa Chargeback

A company called Securak/City Watch has been operating locally, and has clamped, and threatened to tow many people illegally, and always unfairly, often £500 and above, for parking for 5 mins in the evening, or even doing a three point turn and getting blocked in, on land they have no permission to clamp on.
Just a quick question, does the Section 75 Protection from Credit Cards apply to this sort of transaction, as they paid under duress and protest, and have no means of appealing the fine.
Does anybody have a Visa Chargeback template letter for this sort of problem, as most of the banks are brushing this off, as well as the Police.
It's about time that Private Clamping is made illegal, or an independant appeals procedure set up, that all the companys have to abide to.
