Actually, keeping someone's passport is an arrestable (and possibly jailable) offence, even if they're a minor. As a "document of passage", by withholding it you can be done for false imprisonment.What would the police arrest you for? He is not legally an adult untill 18 so you can keep his stuff untill then if he lives under your roof?
Also remember that any debt he runs up before being 18 would be unenforceable. As soon as he turns 18 though, contrary to what others have said, his bad debt could count against you - as many lenders do searches on all the residents of a household when any one of them is assessed.0 -
