Electrical works - Do I need a certificate

A qualified electrician is doing a small amount of work in my kitchen soon - must I get a certificate of some kind under new regulations?
My (competent but unqualified) husband used to do small electrical works in our home (i.e. moving a powerpoint or installng a new light fitting) but I understand that is now illegal. Is that right?
Is there a fairly straightforward explanantion somewhere about what the current legal position is?

Your electrician must be registered under the guidlines of Part P and provide you with the necessary certificates as required.
Your husband can still undertake the work as long as he is "competant", then you need to inform building control who will inspect your husbands work and issue the relevant certificates.
The idea of the legislation is to stop unqualified trademen from undertaking work for which they are not competant (therefore in theory making the installations safer), it isn't designed to stop s DIYer. The problems occur that there really is no legal definition of "Competant".
That's about as simple an explanantion there is.
Of course all it does is create an larger black (cash...immigrant etc) market as the cost of legitimate electricians now goes through the roof.0
