Can't find a locksmith local to me who is prepared to work on the bars while they are still on the roof. I don't want to butcher the bars as I would like to refit them at a later date.0

This Rav4World thread seems to imply that they may be the same as Thule locks.
There is even a link there on how to pick the lock.
If they are the same as Thule, there is a Thule number 25 key currently for sale on ebay. See here.0
