worcester 24i boiler not igniting

hello all
i have recently purchased my first house, it has a worcester 24i boiler installed which seems to be faulty.
the boiler is switched on etc as you can hear the fan spinning an the amber light is on, switch is on Max. when you turn the hot water tab on the boiler does not try to ignite straight away after 2-3 mins you hear the ignitors clicking away. generally it doesnt light until its 8th attempt.
the pressure is at 1 bar, the reset button on the top of the case doesnt seem to press in at all?
at the moment i have kinda given up on it and completely drained the system (the walls are being plastered). when i come back to refilling it, does anyone have any ideas what coudl be up with it?
i thought maybe an airlocked?

Is the fan definatly spinning ? . I have the same boiler and 6 months ago it would not ignite , A friend of a friend came round as fixed it by taking off the front , it just slides up , 4 screws then hold in the large plate , at the top you will see a fan , give it a good spray of WD40 , he put it back together and its worked fine since .0

i think its the fan, its making fan like noises....the pump is going too as you can feel it vibrate slightly when you touch it0
