Just applied for CC - "unable to confirm online" - is that rejection?

Hi all
Just applied for a Post Office credit card online and received a message:
"Unfortunately we are unable to confirm online whether you have been accepted, but we will write to you in the next 5 working days with our decision. We recommend that you do not apply again because making multiple applications could adversely affect your credit rating."
Do you think this sounds like a rejection?

It's a manual assessment rather than a computer generated response, so as it says, you'll find out in 5 working days. This does not indicate a rejection or otherwise.0

I always get referred. I have only been rejected once, and that was for a card that I wasn't actually eligible for, so that was fair enough!Gone ... or have I?0

I applied yesterday lunch time and got accepted straight away. Mum applied a few weeks ago and got referred and asked to provide her identity and income.0

I applied online for a Barclaycard on Monday & was unable to give a decison immediately however I got an email today to say i'd been accepted & with a higher limit than anticipated!0
