Council tax band appeal rejected

I have queried my council tax band, that it should be a D not an E based on neighbours bands (with similar properties) and the 1991 valuation test which puts our property £5k below the £88k cut off at that time.
The Council have written to me (Gtr Manchester) advising the band will not be changed as they believe the valuation falls in band E (evertool I have used comes up with a band D result??) and I have NO right to appeal this decision or challenge it. Can this be right? I have begun looking through the list on site that recommends you identify at least 2 reasons for a further appeal...none seem appropriate on first impression but I'll stick with it. Has anyone else been in this situation?:( I'm not even sure if I found two further reasons I could appeal again anyway the letter is really explicit about no appeal.

The valuation of a property is not the responsbility of the council, its undertaken by an independent agency - the valuation office agency.
You can check the voa website at https://www.voa.gov.uk and they will have info regarding any appeals.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -
