Syncing (Windows) mobile with Outlook

My ageing HTC TyTn II/XDA Stellar has decided to stop syncing to Outlook on my desktop PC (through USB cable).
I keep getting the error message "Synchronization could not be completed. If this condition persists, try deleting and then re-creating the device's sync relationships"
When I tried this, it managed to get as far as wiping all my contacts, calendar, tasks and notes from my phone, but no further.
Having spent hours Googling for a solution, it sounds like it's a very common problem, and all but un-fixable without a full reinstalation of the phone's software.
I'm loathed to do this, and wanted to try a re-installation of ActiveSync on my phone as a last resort before the hard re-boot.
Unfortunately, I've not been able to find a CAB file for download. The downloads I've found are for the desktop application (which doesn't work on post-XP machines - having been replaced by 'Windows Mobile Device Center').
Has anyone any clues where I could get the file I need?
As an interim, I've managed to get contacts by exporting a CSV file to my Windows Live account, and getting that to sync to my phone's contact list.
Since Windows Live doesn't sync with Outlook (nice joined-up thinking from Microsoft...) I've got Google Calendar linking for my diary and tasks - unfortunately ActiveSync isn't let me do a connection on that either, so I have no access to these....
Of course all I wanted was to get numbers so I can let folk know I've got a job after 14 months - at least I can get a nice new phone with my first pay-cheque!
