Best free MP3 editor?

What are your experiences of MP3 editing software? I've googled this but have struggled to find a quality editor without it being a limited trial version. What I'm after is a bit of software that can extract sections from the middle of an MP3, and trim the beginning/end, any help appreciated!

Am I right in thinking that Audacity and Wavepad re-encode MP3 as MP3 when you edit it? i.e. compress it all again?
In which case it might not be editing as such. Cool MP3 Splitter might be closer to what's required.0 -
Mus, I found that Audacity did what was required, and with minimal fuss, in an easy-to-use manner.
