Is it possible to issue a refund to a buyer if 45 days have passed? OR is it 60 days?
After that time, how would it be possible to issue a refund?

AFAIK you cannot issue a refund after the 45 days directly via the transaction. The only thing you can do is opt to 'send money' to the person concerned.0
