Item not received and no communication from seller

I bought this item http://cgi.ebay.co.uk/ws/eBayISAPI.dll?ViewItem&item=280518831674&ssPageName=STRK:MEWNX:IT on 14th June, and paid via paypal straight away. I emailed the seller on 20th June via email to ask whether the item had been posted, as it was not showing as dispatched on my summary, but i have had no response. I realise it was probably a bit silly bidding on an item from a seller with no feedback at all, but i thought that everyone has to start somewhere. What would you do? The seller says they post within 4 days, but even allowing for snail mail, it should have been here by now.
Do I report them to EBay? What does that involve? Never had to do it before

If you've not had a response from the seller then file a INR claim via Paypal.
Paypal will freeze the funds in their account and email them. It usually gets their attention.0 -
I have a similar problem, item bought 11th June, emailed seller who just says I should get it soon as its 'in the post'
Ive never had an item not turn up before, so dont know the procedure, but I did think that INR was via ebay, not paypal? Which would be the best route, as Ive seen other threads on here, which have seemed compliated, saying you cant go through paypal as you have an active dispute via ebay etc?0 -
Providing that you have used paypal to pay it is best to put in claims through them. You can do an INR via paypal.0

You can open a INR via Ebay or Paypal not both. IMHO PP is quicker, easier and we generally can predict the outcome.
File the INR. Give it 24 hours and then escalate. The buyer gets the opportunity to add a valid tracking number. If they don't you get your money back.0 -

Don't forget to leave appropriate feedback for the seller.
