WHY do banks refund bank charges?

I just got hit with a 28 quid charge. At first I had no idea why. Then I trawled back through my statements and found I went £2.91 over my overdraft limit of £500 for 1 day on the 27th of July.
So can I claim some of this back? I heard something a while ago about this but haven't incurred any charges for ages until today.
Also as far as I am aware, NAT WEST never told me that the charge was due to be taken out (i vaguely remember getting a letter about it in the past) And the only letter I got was one increasing my overdraft to £1000!!!
