bt want to charge me £129 to connect.. who else can I go with?

Moving into a new flat and although there is a socket, BT say that the line is 'off' and want to charge me £129 to reconnect, thats more than I earn in a week!!!
Do i have any other options? all I want is a phone and broadband for as cheap as possible and i'm not allowed to have cable or satelite installed in the property
