Why must some sellers make things harder then necessary?

The jist is that I ordered an item of ebay at the start of the month, which has to date yet to turn up, after some communications with the seller they have advised me to open up a paypal claim against them... The item was said to have been sent using old reliable "recorded delivery" and as such the tracking number given to me during the ebay messaging stage says
"Item X was posted at Y on Z and is being progressed through our network for delivery." never to have been updated again.... I ask you how can this be any good for an established ebay seller as won't they get flagged up if they get too many claims against them? or perhaps they have something up their sleave that makes them think that they'll win a claim?

I would imagine it is perhaps something which makes them think the item HAS been delivered and they want the serial scammer BUYER to be forced to make a claim via Paypal to show up the regular scams they are doing.
But I am cynical.
I do not, by the way, think for any reason you are a scammer.
EDIT - For those who were following the thread re the fake cream which the buyer sent back recorded, this just proves my point. It may NOT have got back to the seller.0 -
All these sellers who force buyers to open a claim before they refund are going to be a bit !!!!!!ed in September as any claims opened will be marked against their seller compliance.
I must admit myself if I have to open a claim to get a refund (not that i need refunds that often) that's an automatic Neg as in my mind It shouldn't get that far. As a seller if I have to give any refunds I give them quickly (in a reasonable time limit) and without fuss which is the same service I expect from any seller.0 -
Ok, so the seller has escalated the claim and entered the tracking details which still state "Item X was posted at Y on Z and is being progressed through our network for delivery." Though under the paypal claims it says "Claims requiring your action (1)"
So what action is there to take? or do I just sit back and enjoy the paypal ride as they reveiw this claim?Action required: please review seller information The seller has responded to our request for tracking information. I'd sit back like you said and let Paypal review it all. If the item is not tracking as delivered you will be refunded.0

Please provide some supporting documentation for this claim by 1 Jul 2010.

The first part of the message that they sent you, sounded as though they thought that you were the seller. Bizarre, it's very difficult to prove you don't have something. Paypal seem tomake everything so difficult.
