How do I make a reduce a photos file size?

Hi there
Hope this is the right place to post this.
I am filling out an important application online which requires a photograph.
Each photo I load it comes up saying ' image exceeds maximum file size of 240 KB'
Could anyone please tell me how to adjust my photo so its under 240KB so it will load?

The "new" Paint program seems to support JPEG now. I always remembered it being only able to save BMP.0 -
