Is a electrical (Part P) certificate required for this?

As per title, does the folllowing need to be certified?

- Adding various additional sockets and lighting on existing circuit/loom (probably not the technical term!), without creating an additional loom from the fuse box.

My intuitition is that if you a lift a finger these days then it needs to be signed off, but this conflicts with the advice I have received from the contractor who says that because a new loom hasn't been created a certificate is not required.

I would be grateful for any independent advice.
