With a BT/landline phone line? Most broadband services via a phone line are available nationally. I'd start with Martin's article:

Your friend should find out what the name of their local telephone exchange is.
The can then do a search on Samknows
http://www.samknows.com/old/broadband/search.php
Check which ISPs have installed their equipment at the exchange (LLU) these will offer the cheapest service.
If none then they can still use any ISP but it will be via BT's network and will cost more. That gum you like is coming back in style.0 -

I live in the middle of the West Midlands and can only get Broadband through BT.:(
Fact.
To the OP, there are a number of sites where you put in the postcode and the site tells you which providers can provide a service and at what cost.
I f I find the one I've used a lot I'll come back on here but just Google Broadband providers.:T0 -

You have an ADSL capable exchange and are locked to using only BT for broadband? Ooo bad one. Never realised that happened.0 -

This is not entirely true.
In an exchange that only has BT equipment the delivery of the broadband signal will be over the BT network. This does NOT stop the subscriber getting their service from which ever broadband service provider they wish. That gum you like is coming back in style.0 -
Actually it does, as other providers say they cannot offer the service.
Have checked with loads of them.;)0 -
I've never heard of that happening.
Do the other ISPs given a reason why? That gum you like is coming back in style.0 -
The Bridport exchange only has Orange LLU, and all the ones i checked around there are BT Wholesale only.
ISPs should still be able to provide a service using BT's hardware though. They say it's genetic, they say he can't help it, they say you can catch it - but sometimes you're born with it0 -

Thats what I thought. Initially I thought it maybe TPON but that would completely preclude ADSL.That gum you like is coming back in style.0 -
All the exchanges around there seem to be adsl enabled. I know some ISPs won't touch extremely long lines, but again that tends to be on LLU, and you'll always find a few ISPs happy to provide a service on these lines. They say it's genetic, they say he can't help it, they say you can catch it - but sometimes you're born with it0
