Does anyone have any experience with royal mail claims, i.e how long they take to process?
I wouldn't worry about that, it's not your problem to sort, and Paypal will find in your favour automatically if he doesn't have a tracking number.
Go into your Paypal account and open a dispute (it's the prelude to a claim), if it arrives you can close the dispute.
It should also cause the seller to focus his attention to sorting your refund (you should remind the seller that his claim to RM has nothing to do with you).====0 -

from RM's website:
Royal Mail will contact the claimant with the outcome of their complaint within 30 calendar days (if for any reason we are not in a position to finalise after 30 days Royal Mail will contact the customer with an update).
So 16 working days before the claim can be started (sunday is the only day not counted as a working day so say 19 days max? depending when he posted it) plus a maximum of 30 days to hear the outcome = 49 days maximum from when it was posted (add on any delay between auction finishing and posting).
Of course there is always the off chance that royal mail will complete this before the 30 days is up

Start a full paypal chargeback tomorrow, you don't need to see the sellers proof of postage nor is the 15 working days waiting time RM insist on anything to do with you as the buyer. That is the sellers problem.
