parking fine

hi , i parked my car yesterday in porthcawl fair car park. paid £2 for 2 hours, ticket last till 2:16 got back 2:29 ticket on my window £60 fine pay within 7 days £40.
looked at it they put it on my car at 2:23, is there a little bit of give an take with times or can they put it on straight away.
also we noticed a sign then when leaving saying £50 charge or £30 if paid with in 7 days. Can they charge you different to what the sign said.
any help would be very helpful.

Since you had paid but overstayed then they don't have to wait and see if you return. As far as I know they only have to do that when you first park if they can't see a ticket on the car so they should wait a few minutes to ensure you are not getting a ticket and returning to the car.
I believe the signage should be correct but since the above poster is asking which car park then that may be why the sign was different if you saw the sign for the other car park instead.
If it is a private company and not a council it seems (but please check this out yourself!) that the prevailing advice is to ignore it... not sure I could do that but some people say it works.
If it is a council car park your best bet is to try to find a believable excuse as to why you were late returning to the car and see if they will reduce the ticket to another hours parking or something (we did something similar when a local council charged on Bank Holidays and hubby hadn't realised it changed - we wrote to them nicely and they said that if you pay an hours parking cost then we will clear the ticket). If the signage is indeed wrong then you may be able to get it reduced to the lower fee.

Anyhoo, the legal issue here is that private parking tickets are unenforceable and you shouldn't worry too much. I don't condone "cheating the system" of the owners of the car park who are trying to earn a living, but the fee they're trying to charge is disproportionate.
