Seller says item is broken

Has this happened to anyone and what should I do?
I won a juicer for 99p and then received a message from seller that they had used the juicer and it broken beyond repair.
The description said that it had never been used.
I suspect that the seller doesn't want to sell it for 99p.
I haven't paid via paypal but I don't know what to do now, any advice please?

Have you agreed to a mutual cancellation? If not I would be tempted to pay for it & then the seller can't put in a NPB strike against you.0

Pay for it, you don't want a strike against your account for not-paying.
If the seller sends a request for a mutual cancel I would not agree for it, let them pay their ebay fees0 -
it's a non paying bidder strike. Get 2 & you'll find that you won't be able to bid on most peoples auctions, don't just delete the reminders, pay. Then go through paypal as item not received. Nobody sells a brand new item & tries it out prior to sending, if it hadn't been broken it would then have been a used item, they're pulling a fast one, if they wanted more than 99p for it they should have started the auction higher.0

Report the seller for non performance and like others have said pay for it and claim the money back from paypal.
Then leave the seller negative feedback and low DSRs to teach them a lesson.0 -
Pay for the item with Paypal, then when it doesn't arrive, open an "item not received" dispute, and the seller will end up with a strike for not playing by the rules.
DO NOT accept a mutual cancellation.
I'd message them and ask to see a photo of the broken juicer! (Then google "broken juicer", and you'll probably find the photo they used!)Should've = Should HAVE (not 'of')
