No you can't use regular lighting, it has to be rated for external use (IP65 off the top of my head - but don't quote me on that), try the following company:-

Don't bother mate, they were on our house when we moved in, worked for about a week then went on the blink. All rusted up now. Waste of time.0 -

If that's her in your Avatar - I'd be happy to have a chat. Although she does seem to have turned her (rather nice) back on the idea;)
Not entirely sure where you're intending siting the downlights - but these :-

....... are suitable for external soffits?? And if you click back onto the 'Lighting - External' link (across the top) there's some alternatives - particularly under 'Commercial'.
(Click onto the style of downlighter {white / brass etc} you want - and that will show the bulbs / transformers needed)If you want to test the depth of the water .........don't use both feet !0 -
i would allways recomend that lights are not installed in the soffit as they get v hot. howvere you can buy energy saver lamps which produce v little heat and being in the soffit last a lot longer if they get cold.
if you are going to do it fit downlighters made for shower rooms as these are water proof. remember always fit an rcd to protect any electrcs outside.
this also as i understand it fall into the scope of part p, so officially you would need the council to sign it as being complient to building regualtions.
to conclude if in ANY doubt gats a registered sparks in.
i would recomend to type your post code in here. https://www.niceic.org.uk0
