Parking Ticket Query

Hi folks,

Hoping someone can help me.

Today i went into town and went into a car park, which has NO disabled bays, as i needed room to get out of the car I parked over 2 spaces and displayed my blue badge and also got a pay and display ticket.

When I got back to the car 45 mins later I had a parking ticket stating I parked over the white line.

The ticket was issued by Roads Service Northern Ireland. Think the car park is owned by Department of Regional Development but not sure.


I was going to appeal it on the grounds that I was being discriminated against because no disabled spaces in the whole carpark and the normal space are not big enough.

    If its a private parking ticket you can ignore it completley as they are not enforceable in law, but if its issued on behalf of the council you will need to deal with it. Can you scan it both sides and post it up on tinypic deleting personal details from it, then post the link here.
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    As its N. Ireland it will be best to go to pepipoo.com. The usual advice is to ignore them but in this case its best to check. Different regs and laws could apply.

    This is not a private ticket and should not be ignored, it's the equivilant of a council ticket in England with similar procedures but with tickets issued under The Traffic Management (Northern Ireland) Order 2005

    No it is not a private parking ticket. It was issued by council employed traffic warden. Do I have any grounds for appeal?

    As Peter_the_Piper said earlier, post about it on pepeipoo.com and they can tell you if you have grounds for appeal.

    But they will also need pictures of the PCN front and back, all the small print and all the dates (just blank out your car ID and the PCN number). They would also want to see pics of where you parked and the t&cs on the signs there, to see if the contravention even occurred as described.

    And I expect pepipoo would suggest that you email the Authority asap - before or at the same time as appealing - for a copy of the Traffic Order for that car park. This would be to check to see if there is supposed to be any disabled bay provision there, whether overlapping the lines is stated as a contravention, etc.

    Finally, you have been discriminated against if there were NO disabled bays at all (not that they were just full). So read about your rights and what you are entitled to here:

    You can complain to the Commission who may be able to help you I think.
