If the user had managed to get through anti fraud measures on paypal and get his account as 'OK to send' then the seller on ebay would eb safe to post it tracked to that address. If the user then tried to claim back paypal would stand the loss.
If the account did not show as eligible for seller protection then seller is faced with either not posting it or taking a risk.

I think the point here is that paypal make it clear when an address is unconfirmed and also clear that they will not cover a seller when an anauthorised payment is sent to a paypal unconfirmed address.
The problem is twofold......
1) many legitimate customers have unconfirmed paypal addresses - from my experience it takes a long time for paypal to confirm an address. At least half of my orders are for customers with unconfirmed addresses. Fair enough, we have to accept that paypal, along with ebay are money grabbers with little interest in assuming responsibility !!
2) The main point...........whether paypal accept responsibility for a transaction address or not, the buck should surely stop with the card company. If they accept a given address and sanction a transaction how are they able to legitimately wriggle out ??
My experience three years ago, outlines what happened (first post) - perhaps these latest chargebacks will be refunded by the credit card companies and the full payment, including paypals legitimate fees + the £7 fee, allegedly charged by the credit card companies for each chargeback investigation will be refunded.
I feel very strongly about this matter on principle and will involve the police again and perhaps seek legal advice regarding paypal/card company responsibility.
On the face of it these guys are a total waste of space and the source of stress and frustration.PLEASE DO NOT STEAL

Confirmed addreses are no longer what paypal use to give seller protection, it changed about 18 months ago. All a seller needs now is to see the green tick and 'OK to send' when they view the transaction in paypal.
It is possible for someone to set up a paypal account and not verify it, and that's what the lack of seller protection is warning the seller about.
