Planning permission needed?

Hi,
We are looking at replacing a sash window on 2nd storey of our house with a reinforced double glazed unit (for safety reasons/small children). Our builder was measuring it up and was quizzed by our next door neighbour about whether we needed planning permission for this. We are detached, and the window is on side of house, facing directly towards neighbours house (and similar window on their 2nd floor).
It seemed a strange thing to ask as its replacing an existing window, not increasing the size at all. The difference is only sash to double glazed.
Planning permission required then or not?

Is the house listed? in a conservation area? If either of these, you could need planning permission
Is the builder FENSA registered because if he's not, you will need Building Control to certify the new windpw.0 -
Builder should be registered with either FENSA or CertAss to self-certify else building control should be involved (if you want to do things by the book that is!). Neighbour should mind their own...!0
