Bills in Joint names?

I don't know about all companies but Npower accept a phone call where both parties have called and not necessarly at the same time. e.g. you hubby calls and states "I want my wifes name added to the bill and an account holder" the advisor will make a note on the account but nothing will be actioned until you call and advise your happy to take over responsable also. Once both parties have agreed both names will get added to the account.

As i say not sure who your with for gas/elec but this might help.
