How can one get away with having 66.7% positive feedback

I'm just genuinely curious, what do you think? I thought there was this thing that if you have more than 5% negatives you were suspended, and indeed some people were saying that they were suspended with just one negative while having hundreds of positives, if so how does one happen to have 66.7%.

Simple really, 2 positive + 1 neg = 66.67% feedback rating. The most recent 2 transactions seem to been completed without any issues so nothing to be too concerned about as far as I can see.0
