Help! Windows 7 has lost USB !!!!!!!!1

Looking for help please: Windows 7 has lost all it's USB access. The USB sockets don't provide data link, or power, to anything plugged in (memory stick, usb hard disk, iphone...)
I've installed a PCi usb card - that does provide power, but not data link.
It seems that Win 7 has had a hissy fit and stopped talking to USB rather than a fault on the motherboard

Before we decide that it is Windows that is causing the problem, lets rule out the ports themselves. Do they provide power (eg charge an iPod) BEFORE windows loads?
Is it ALL the ports or just those on the front of the PC?
Are you keyboard and mouse both non-USB (ie PS/2)?0 -

Well. Thanks for your reply, but...
All the ports based on the motherboard don't work at all.
The ports on the PCi card allow the computer to bleep (the sounds for "connecting" or "disconnecting" a peripheral) but now neither supply power nor data to the peripheral.
The mouse and keyboard run into thje PS/2 sockets
Sockets don't charge the item before windows loads - or after
THere is nothing in DeviceManager that's logged as a failed item
...I have a sinking feeling0
