Painting garden wall...

I've got a breeze block wall in the garden, previous owners built it. They have painted it and now the paint is flaking away form the joints between the blocks. The cement is very sandy and is easily rubbed away while I was clearing away the lose paint.
Anyway, is it best that I cement up the joints and maybe pva over them before I paint the whole wall again with masonry paint?

Yes repoint the joints.
No do NOT use PVA. The paint will not adhere properly and you will be back where you started.
Use a stabilising solution before applying the paint and dilute the first coat slightly (about 1 part water to 9 paint)0
