I agree that stripping woodchip is difficult. But it's not so difficult as to be impossible. I think that if you've got the time and want to do a good job, then strip the woodchip. As mentioned previously, score it first and steam it - let the steam penetrate. The 'lumpy' part of the paper should then strip reasonably easily leaving the backing paper behind (probably). that can then be resteamed and stripped. You're bound to find a method that works for you - if you find a particularly good one, be sure to let me know!!

To sand it down would probably just as difficult and time consuming as stripping it. Sanding it down may end up pulling more of the paper off.
Stripping is a pain but not impossible.
