Incorrect contact details

I'll tell you the full story, but all I really want to know is how you report a seller for having an incorrect contact phone number listed, as I can't find it in eBay help.
I won a dress last Sunday, and paid instantly through Paypal. I wanted it for a wedding yesterday, and yes I did make an assumption that it would be posted within a week.
It didn;t, so I ended up having to buy another one for £85 having already paid £65 for the one that hasn;t arrived.
I had emailed the seller and got no resonse, so pulled their number and it was a dead number.
I got an email three days ago (saturday) saying they'd been on holiday, and would get some sleep and email me the next day. They haven;t.
I have emailed today asking them to contact me 'to resolve' as promised (their phrase not mine)
Clearly, if she just wants to send me the dress I have to take it and then try and sell it as I don't need two.
But I want to report her for incorrect contact details as I am very annoyed that she listed something to end when she was on holiday without putting a note on the auction, as then I wouldn;t have bid for hers, but for one of the others the same listed by other sellers.
My plan, unless she offers me a refund of £85, which obviously she won;t, is to neg/neutral her depending on what she does suggest, and either way report her for incorrect contact details (I know I still wouldn;t have been able to get hold of her but it is very annoying to have an incorrect number).

Click help at the top of the page
Click 'contact us' on the left hand side
Choose - Buying and finding > Problems with a seller > sellers email addy or contact info is invalid
Then click continue and then 'email us'Tank fly boss walk jam nitty gritty...0 -

Well, I thought I'd give her a chance to offer a resolution. UPDATE - she didn;t email saying what she was going to do, and has just sent me the dress!!!! I am so annoyed. I emailed saying I didn;t want the dress, would she consider a refudn as she didn;t send it in a decent timeframe and set an auction to end when she was on holiday without putting a note on.
Do I have any options if she refuses?? Except to just neg her and report her for incorrect contact details?

I'd have rejected the dress on delivery... now you kind of have to rely on her cooperation...

I would report the seller for incorrect contact details as you already suggested and send her another email explaining everything and ask for a refund. If she doesn't reply then there isn't much you can do. Why not auction the dress yourself? At least that way you will get some of the money back that you paid.-->♥<-- Sugar Coated Owl -->♥<--

I have to sign for it. It says it's recorded delivery.
Where do I stand?
