Volkswagon Passat side lights not working

My friend has a 1998 Volkswagon passat. The car is due an mot and everything is fine apart from the fact that both sidelights are not working. It's not the fuse as he checked this and also changed it. It's not the bulbs as he changed these too. Does anyone have any ideas as to what the problem could be?:(

whn the sidelights come on there should be more than 2 lights illuminated. front sidelights,tail lights and also number plate lights should come on. do these come on?
if nothing comes on then i would be looking at the switch or maybe a relay(if they all run through the same one)....work permit granted!0
