I did the following on a friends pond and it worked for them
1.Get a kitchen splatter guard and wrap Cheese Cloth around it and skim the pond surface to remove whats there now.
2. you need either fish or moving water to stop this from happening again, so friends put a solar fountain in friends pond, as they didn't want fish.
3. or repeat step regularly.
