banks - Isn't a letter binding in any way?

Ok this could go in so many different sections but I'll give it a go in this one.
My hubby got a loan which was with gemoney and has been transferred to Santander.
He also was missold PPI which he successfully reclaimed.
He was told that the PPI had been refunded into the loan account which left the account 4000+ in credit. Santander sent him a letter saying that if he did not contact them they would transfer the balance into his bank account in 14 days (the letter was sent about a month ago)
After LOTS of chasing yesterday he was told that the money wasn't his after all.
now obviously we dont want to con anyone out of 4000 but what are our rights? are companies allowed to just say they're going to transfer 4000 in to your account and then change their mind??

OP - your OH needs to find out from Gemoney why they now think then claim for missold PPI is now invalid, when they previously stated it was valid."You were only supposed to blow the bl**dy doors off!!"0
