Health insurance for the old

My friends dad has just passed away whilst on the NHS list for a heart bypass and his mum last week had a blood test that indicated the presence of cancer cells, she is still waiting for an proper examination for a tumor (entroscopic examination). My main question is are there any cheap insurance policies that my mum and dad (both retired in their 60's) could take out which would avoid the problems my friends parents have faced. I think a friend of mine once mentioned there is a cheapish policy that just pays for you to see a consultant straight away (which cuts down your waiting time for treatment).
