New Childrens Booster Seat Law

Have looked at all the goverment sites regarding new laws coming sept. I have not found the answer. The question is ihave a old mpv with only lap belts fitted the seats r arranged as follows
l-hers-l o7 l-his-l o=gearstick 7=handbrake
first row twin seat facing backwards
l-6-l l--1---I--2---l

l--3--l--4---l--5--l
second row 3seater bench seat facing forwards

6=dinky seat facing back not used

little one uses seat 2 as she not tall enough so they say we have to use booster seat but then booster seat take up to much space on seat 1 and lap belt would be on her legs have borrowed booster set to try it so anyone come up with solution or do i not need a booster seat for her cant change her seat for any other as she can travel facing backwards the children on seat 3 4 5 cant travel backwards
please any help or pointer have email them no reply as of yet
