I had this problem a few weeks ago and it turned out I had a Trojan virus and my computer was not letting me log in to protect me. These things are very dangerous as they can send banking details etc to a third party.
Download the free Malwarebytes http://www.malwarebytes.org/ and run a check just in case. Hopefully it's not.0 -

If so try using IE or similar.0 -
I have never had a problem with signing in to online banking with the halifax.0
