Item not recieved....what can I do next?

Hi all, hope you are well.
I recently purchased a fancy dress costume on ebay for this weekend but the item has not yet arrived, therefore I missed out. However, it was apparently sent on Monday by 1st class standard delivery so I would have thought it'd have arrived by now.
If the item turns up in the next few days, then fair enough, I will accept it and just relist it to claim some of the money back, but what if the item never turns up? Have I lost out in both ways? I'm a bit confused to how it works as a buyer.

It's up to the seller to ensure an item gets to you, regardless of what they may have on the listing or what they tell you. Contact them & let them know that it still hasn't arrived, they may ask you to wait a couple of more days, they should refund you price & p&p costs & then they should claim from RM.
If they try to fob you off, open an Item not received claim.
It may be worth checking your sorting office as cards aren't always left.0 -

Unless it was sent by special delivery or officially declared lost i.e. if it has not arrived within 15 working days after posting (28th June in this case) Royal Mail will not refund the item. PayPal will automatically close any disputes if this time frame has not elapsed.
Royal Mail claim that First Class usually arrives next working day, Second Class usually within 3 working days and Standard Parcels usually within 5 working days. However, none of these are guaranteed and if you need it for a certain date they recommend using special delivery that's guaranteed or your postage costs back, although prices start at around £5.
eBay do say it's not the sellers responsbility for postage delays if they posted it within the timeframe they specified when listing the item.0 -
If the item never turns up you will get a full refund. Contact the seller explaining you haven't received and would like a full refund. Like hermum says, open a INR dispute within ebay or paypal and you will get a full refund.My daughters are my world0

Where on earth did you drag that idea up from? The RM time frame has absolutely nothing at all to do with paypal, that contract is between the seller and RM.
A buyer can open an item not receievd claim on day 7 after payment via paypal, it usually then closes 10 days later, which is before the 15 working days that RM inists the seller waits before a claim is even started.

I think you have been more than patient, as the seller has not responded to you I would now open a full paypal chargeback and sit out the 10 days wait.
