Oh I agree it's far easier and it makes far much more sense, I just disagree with people saying that BT are definitely not liable. [2]
[1] Now Stevseven has posted more detail, you can see it is the fault of Openreach. But mostly, you don't get to see that.

I live at house number, 5
and my neighbour lives at 15, they applied to BT for services.
BT missed the 1 , killed my line, I only found this out when I reported the fault to my phone company, lets call them Tes,
Tes could not tell me who had nicked my line, it took 4 days of calling BT (they would not speak to me as I was not there customer) when I did work it out, mr postman sends letter to my address with the name of people who live at 15 on, I get BT to talk to me.
Otelo have a letter off BT admitting it was their screw up.
If it was a tech problem I would be less anoyed about it, It was the fact that BT told me to foop off for 4 days, when it was their fault.
And then just to make it more interesting they cut my bb off 3 times.

What puzzles me is that when you lost service you contacted "Tes" who would be responsible for restoring the service they're contracted to supply.
Instead of doing that they send you off to a third party - BT - to go and investigate and get it sorted out yourself while remaining in breach of contract for services for which you might well have already paid in advance.
What I don't grasp is why you didn't simply apply pressure to "Tes" and throw it back in their face to get it sorted rather then in effect becoming their unpaid employee and sorting it out for them - do "Tes" not owe you wages?

Once Tes had received a notification on the line from BT, they could not tell me:
a. why,
b. or who had the line.
In which case you have to go to talk to BT retail, as its them who control the lines and give openreach the job sheets.
Its at this point you realise the subtle difference between BT retail and BT Sales
I did contact Ofcom after being jerked around by BT, as I did think I had been "slammed" (industry word for having your line nicked.
But I beat Ofcom to the answer, as Im pretty sure BT tried to lie to them, untill I had a letter to my house with the wrong name on it.
The moral of the story in this is..
I. go to ofcom,
2. ignore the BT normal helpline staff and ask for customer services.
(at least there in this part of the hemisphere. :rotfl: )

BT retail have no more control over the lines or Openreach than your own voice provider.

Thats not true in this case. BT retail raised the order to kill the line on my house. They have admitted that much.
