I was going to buy a TV card for my laptop to watch the football, but wondered if I needed an arial to watch this, and if it was possible to hook it up to a projector.

You will need some sort of aerial. A portable aerial might be sufficient if you're in a strong signal area, but ideally plug it into an aerial socket wired back to a proper aerial on the roof.

If you can connect a projector to your laptop then watching from the TV card shouldn't make a difference - the projector simply duplicates or substitutes for the laptop internal screen. You might have difficulty getting a proper full screen aspect ratio if the projector is widescreen and the laptop isn't, or vice versa.

You will need a TV licence too.

So I could simply use the VGA connectors and pipe the video out that way ?

Yes. If you can see it on the laptop screen, you can send it to the projector.
