Bad Credit address?

I recently applied for finance in order to buy a camera worth £600, and was turned down. I have fairly good credit and have not had trouble obtaining credit until I moved into my present rented accomodation. The previous tenant, however, seems to have unpaid debts with BT for which there are frequent mailings to my address (addressed to the previous tenant, of course) from debt recovery agencies regarding a BT bill that is outstanding.
Credit is extended to people, not addresses.
There is no such thing as a "Blacklisted address".
