Some cost estimates?

I have just had a second viewing on a house that I am going to offer on. The house is a bit worn around the edges and I am planning to use the necessary work as a bargaining tool to see if I can get the price reduced. Problem is, I really don't have any idea how much the works are likely to be. Anybody help?

Plaster skimming to kitchen (approx 12 x 12 feet).
Replacing kitchen doors, drawer-fronts, worktops and sink (plumber/fitter costs?)
Double glazing - two largeish windows in PVC.
Replacing stair rail (joiner charges?)

Also, what's the easiest way to cover up that awful 'anaglypta' type wallpaper? I really don't want to strip it because I'm concerned the plaster will then need replacing. Is it possible to use lining paper over it?

    plaster about 300/600 quid.
    kitchen 500/1000 quid.
    DG 800/1200 quid.
    stairs 100/250 quid.

I stripped the woodchip off and the plaster didn't come off. I found it came off really easily with a steamer.
Mortgage free as of 10/02/2015. Every brick and blade of grass belongs to meeeee. :j

Kitchen - are you just asking for the cost of the fitting or for the doors etc as well? Those companies that do full kitchen makeovers can cost as much as just putting a brand new kitchen in. Much cheaper if you can just go into B&Q and buy replacement doors yourself - but it will depend if the kitchen units are compatible sizes.
