2 separate questions - paypal and ebay

1) If you move all of the money from your paypal account into your bank account, if someone asks for a refund and the money has to come out of your bank account does paypal charge? Does it class your paypal account as going into the negative (and do they charge for this), or do they take it straight out of your bank account, no fees?
2) I've come across an item that I'd like to buy. It is listed in pounds, but when you click on the item to bid, it's in dollars? If I bid, will ebay automatically convert it from dollars to pounds? How does the buying process work? Also, because this item is from China, would I have to pay any additional costs for it to get into the country? The postage is free on it.

1) If you don't have enough funds in your Paypal account to cover a refund or a chargeback from the buyer then yes your account goes into negative moneys.
2) Yes, it will be converted from dollars to pounds when you pay for it. Depending on what the item is or the amount it sells you may have to pay additional customs charges.0 -

Watch out for PayPals exchange rate! its a bit over the odds.
I believe that anything under £20 or $20 (cant remember what) you wont be charged, anything over is VAT, Duty and handling charge .
THB most eBay sellers in China fudge the customs form in order to keep the customer happy.0 -

It should be okay then, the item is $0.99 which ebay has said is £0.68. Thanks for the help

If you move your money out of the account and the buyer decides he wants to return for a SNAD, you will have to refund him/her if they return the item. Irrespective of what is in your account, PP will hound you.0 -
I don't mind refunding, I'd just like to know if I'd get charged for it. I've issued a partial refund before and a note from paypal at the bottom says if you don't have enough money in your paypal account we'll take it out of your bank account so I'd have no problem refunding the money, I just wanted to know if they charged you for this or not.0

They won't charge unless it is a fraudulent claim, in which case they reserve the right to charge £7ish. However, you can defend this and the charge with your CoP.0 -
