house falling apart urgent help needed!

i dont know where to post this sorry, can some one direct me if this is the wrong place!

I live in a semi, next door still has single glazed windows, wood frames, wooden slats on the front and rear of the house.
The window frames have rotted, you can get your hand behind the glass so that your hand is inside his home. Two windows are brok, glass missing. Three windows including the front extra large window is not held in by wood or putty, they could fall at any time. The curtain nets are dark grey with stains of damp.

We have constantly asked if we can help paint the wood for years, now it is so bad he has said yes, but we are wasting our time.
I phoned the council who put me in touch with a charity that would pay to have them done, wooppeee I thought, wrong, he refuses to fill in the forms, he said its too personal aaaah! he is 48yrs old, we thought he was in his 60's.

I have spoken to enviremental health who have told me they cannot force him to do any thing to fix the problem, I was shocked!!!

Please can any one help, my house is on the market ive had 161 people ask for details not 1 has come to view saying they dont want to live next to him. I cannot afford my mortgage any more due to CSA forcing me to change my style of living to meet payments, they have given me 3 months to sell my home, otherwise they will start taking £1000 from my wages per month, this includes payments due and back pay (I owe nothing put cant prove it) so I could end up losing my home.

I cannot afford a solicitor

    Go and see the CAB. They should be able to tell you where to get help. There was a house like this near where I live and eventually the people were made to move out. I'm sorry I don't know the details of how it happened or who got them out but it looks like it is possible. However, the situation may have to get worse as the house I am talking about was infested with rats and even now, many months later, is empty and derelict.

    It might be worth contacting social services about the neighbour. It could be that he has mental health issues if he is living like this.

    Try social services, say you're worried your neighbour is vulnerable and at risk.
    A kind word lasts a minute, a skelped erse is sair for a day.

    Is there anything you can do immediately to minimise how much you notice his house when looking at yours? Increasing fencing - or putting large plants in, or anything like that?

    Try social services, say you're worried your neighbour is vulnerable and at risk.

    I doubt they'll be that bothered to be honest, too busy dealing with serious matters.
