Its been in place for 2 years now. It was put in place when seller and buyer protection was increasedPaypal wrote:Why might my payments be held?
PayPal will hold payments in transactions where the vast majority of seller fraud occurs. Here are the most common instances in which a payment may be held:
* You have been on eBay less than six months and sell an item above £50.
* You have a feedback score of less than 98% and sell an item above £50.
* More than 5% of your transactions result in dissatisfied buyers*.
* You have an average Detailed Seller Rating (DSR) of 4.5 or less.
* You have received less than 20 Detailed Seller Ratings.
* You are listing your item in a higher-risk category.
Your payments will not be held if
* You have been an eBay member for more than 6-months, and
* Your total Feedback score is greater than 100, and
* Fewer than 5% of your transactions result in dissatisfied buyers*.
Or
* Your average DSR is greater than 4.5, and
* You have received more than 20 DSRs in the last 12 months, and
* Your buyer dissatisfaction percentage is less than 5%.
What will happen if my payment is held?
The amount held will show as "Pending" in a separate PayPal balance on your account page. You will still have access to all other funds in your PayPal account.
Your funds will immediately be released when one of the following occurs:
* The buyer leaves you positive feedback.
* 21 days pass without a dispute, claim, chargeback, or reversal filed on the transaction.
If you receive a dispute, claim, chargeback, or reversal on the transaction subject to the hold, PayPal may hold the payment in your account until the matter is resolved, even if the claim, chargeback or reversal is made after the hold is released.0 -
Hi.
I cant answer your question as t oWHY this is happening but just wanted to let you know that it happened to me last week.
I sold an item for £33 so not a big amount but paypal put a hold on the funds.
I emailed paypal but their responses are just so un-helpful !
I emailed the buyer and asked him if i upgraded his postage to 1st class (as he had already asked if i would do this) would he leave me feedback the second he received the item.
He replied saying he would and then true to his word , first thing next day the feedback was left and without me having to do anything the funds were released by paypal.
Could you maybe contact the buyers of your item and explain to them that they need to leave feedback before your money is released? Maybe you will fall lucky with a decent buyer lol0 -

I would not recommend this as it could make you look like an unscrupulous seller or you may not get the feedback you wanted. The best thing to do is send the item as quick as possible the quicker you do this the quicker your money will be released
I also recommend you both have a quick look at Paypal terms and conditions as if you have missed this that has been in place for a long time you may have missed other important information and may not be protecting yourself sufficiently0 -
It doesn't happen to all sellers all the time.sorry but this is not the case
ive been selling for over 8 years every month and have never come assross this before
It is more likely in certain categories and for newer sellers and/or more high risk items. Its also more likely on short run listings (one day especially)..0 -
What I dont understand if that including in that money is money for the item (obviously) and also money for POSTAGE.
How are you supposed to post it if you cant get the money until they leave feedback?
People are on really tight budgets now and, if youre a personal seller (like me) it can be really hard to find the money to post things sometimes0 -
Does the 1p refund thing still work? I know it isn't right to do it, but they used to always go on about it on the ebay forums.0

No.How are you supposed to post it if you cant get the money until they leave feedback?
I guess they are aiming at sellers who have money to post.
It is in place and has been for some time, for sellers who do not meet their criteria, this may include those who do not sell a lot, sell in a category carrying risks and or are new. How many times have you sold in 8 years, how many were recent sales or even high value?sorry but this is not the case
