Yes you could pay £1 a month if you wanted to, they might take you to court though. Besides, why would anybody want to spend the rest of their lives in debt, it's beyond me...

The £1 per month is whats known as the "legal minimum" in this country.
In the eyes of the law you are deemed to be paying something.
The secret is to do your maths & work out your income & outgoings in such a way that you have a £1 per month left over.
Any i & e form takes into account all bills (rent/council tax/gas/elec/water/tv licence) & even includes your costs for things like food, your general travelling costs & buying clothes (cant be walking round naked can we eh lol)
Entertainment stuff is mentioned on i & e forms as well - but can be worded in different ways (it may say "cigarettes", "Alcohol" for example")
When it comes to buying food - in my experience, ive never known any court to require receipts for the amount of food you buy.
So say for example, you spend £25 per week on food - that can easily be bumped upto £40 for example.
Im sure you get the idea here ;)

    So...deception?

Not sure you want to admit to lying to the court on a public forum...

If that life is spent repaying at a rate of £1 per month then its hardly noticed & then the person can quite easily get on with their life quite happily

Who said anything about lying to any court?
You are simply "working out your budget" & repaying whats left over - if thats a £1 per month then so be it.
Sometimes even i have realised that i spend too little on food ;)
