I would appreciate any advice you can offer as fairly new to ebay and have never had this problem before.
i bought a wardrobe this morning for £100. The item had been on a seven day listing with the opening bid of £100 or BUY IT NOW of £200.
Nobody bid and I won the item for £100
I paid via Pay-Pal immediately and asked buyer to forward address for collection..
I then got a one line reply back saying " the wardrobe is £200".
I replied explaining that the auction had ended and I had won the item for £100
Again he responded saying that the price is £200.
This is a new guy to ebay, score of 3 and he obviously does not understand and offered no apology.
Anyway, I have asked him for a refund.
If he does not do this do I have to wait 7 days to open a pay-pal dispute?
Can I report him to ebay?
Thanks for any advice you can give

The seller's breaching the ebay contract already by not selling the wardrobe at ending price. You can report him & will get your money back by paypal if he does not refund you. I think if you report him, he'll get a 'strike', 2 strikes will be suspended from ebay (if i haven't remembered wrong).0

If he is unco-operative open a item not received dispute with ebay as soon as it lets you. The seller will then have to refund you as you have not got the item. You are then free to leave appropriate feedback. My daughters are my world0

Sellers dont get strikes. You cant force him to sell. After 7 days open and item not received and escalate for a refund then leave appropriate feedback and DSRs. I doubt he'll be selling long. Make sure you open the dispute in paypal as you will get refunded a wee bit quicker.
A seller with 3 feedback and 1 neg will probably be inline for suspension but there are no hard and fast rules for when this happens0
