Can additional card holder do a b/t with Virgin

Hi,
The query is pretty much as above. Do i (the main cardholder) have to contact Virgin to do a b/t or can a named card holder do this?
Also does it have to be the main card holder who calls Virgin re new promotional rates they may have or can a named card holder do this and negotiate a new rate?

All users can do balance transfers but only the Main Cardholder can request interest rate changes0
