LHA £15 payment

Does anyone know, with the LHA payment of up to £15 per week is it:
1. £15 for living in a property smaller than deemed necessary by the council up to and including the LHA for that size property ie, entitled to 3 bed (LHA 950), choose to live in 2 bed (LHA 750) - so if you rent 2 bed at 700 you would get the full £15 (if eligible of course) but rent at 750 and get nothing,
or
2. Would it be as above but get the £15 on top of the maximum eligible LHA for the 2 bedroom property, ie £15 on top of the 750 for the 2 bed in the example above.

The £15 is the max allowable payment if the rent charged is below the family size entitlement of LHA.
If you are a parent with one child, you get the 2 room rate. If you rent a place (regardless of how many rooms) with a rent charge £15 less than the LHA 2 room rate, you get the difference up to a max of £15.0 -
