Cancelled concert tickets advice needed!

My work colleague paid via 'debit card' to purchase tickets for a Pink concert,
she has since received an e-mail explaining that the company 'Pink-funhouse-tour.com' has been forced to cancel all its customers ticket orders.the e-mail goes on to advise that 'she must speak to her card issuer and lodge a claim for non delivery of tickets as we have no direct communication with the bank that you were charged through,this is the only way you will receive your money back.'
now the above sound pretty dodgy to me but is this the case or has she been done up like a kipper!
i should point out also if it helps is that the web site in question is an Independent Ticket Agency operating in the Secondary Market specializing in the re-sale of Pink tickets at premium prices. We are not connected directly with any of the Pink organizers, promoters, acts or sites.
where does she stand legally with this situation? any help much appreciated!

This site is on a list of scam sites identified earlier this year
If it is a visa card she can try her bank to get a charge back under the visa process.
